What causes this issue?

For the implementation test you have to implement the prerequisite SAP
Note &V1&. The latest version of this SAP Note (&V2&) is currently
being processed and therefore cannot be downloaded.

System Response

The older version &V3& of this SAP Note was downloaded previously. This
version is used for the implementation test.
Customers cannot download an SAP Note that has not been released yet.
This means that they cannot implement SAP Notes that require SAP Note
&V1& to be implemented first if it has not been released yet.

How to fix this error?
