What causes this issue?

You are not authorized to change existing exchange rates for this
worklist.
It is not important here whether or not an exchange rate actually
exists in table TCURR for ths date you have entered.
However, the TCURR already contains an exchange rate that is valid
after your exchange rate. That is, you are no longer entering the
exchange rates in chronological order.

The system issues an error message and will not allow you to continue with this transaction until the error is resolved.
