What causes this issue?

In system &v1&, only display functions of the import queue are available
(for example you can display the import queue, logs, and the import
history). You cannot, however, perform actions such as imports or import
checks.

How to fix this error?

To perform actions, you must launch the import queue Web UI in the
communication system of system &v1&. To do this, choose "Execution
Mode".
Note: Every non-ABAP system has an ABAP communication system in CTS. An
ABAP system is its own communication system.
Before you can navigate to the communication system of system &v1&, the
CTS server plug-in (software component CTS_PLUG) must be installed in
this system in a version that supports the execution mode. More

A new browser window opens where you can log on to the system.
Enter your logon data for the system.
