What causes this issue?

Switch BC Sets: When you read data records from a transport request,
language-dependent data records are only read in the current system
logon language.

System Response

The Switch BC Set contains only data records in the current logon
language (original language of the Switch BC Set), when it is created.

How to fix this error?

Other languages must be put into the Switch BC Set by translation.

Procedure for System Administrators

The system issues an error message and will not allow you to continue with this transaction until the error is resolved.
