What causes this issue?

You cannot go to change mode, or display a BC Sets in change mode.

System Response

Only display mode is available, i.e. you cannot go from display to
change mode.

How to fix this error?

This restriction was made when you called the current BC Set
transaction. Ask your system administrator why this is.

Procedure for System Administrators

The system issues an error message and will not allow you to continue with this transaction until the error is resolved.
