What causes this issue?

The namespace '&V1&', which you chose is invalid.
This can be because:
you are in a customer/partner system and are trying to use a namespace
reserved for SAP
you are in an SAP system and have selected a namenspace reserved for
customers/partners
the namespace contains invalid characters

System Response

The system issues an error message and will not allow you to continue with this transaction until the error is resolved.
