What causes this issue?

"Key conflicts" between the two BC Sets specified, i.e. the BC Sets
contain data records with the same key but different data parts.

System Response

If the conflict was discovered during an activation, the BC Sets are
not activated.

How to fix this error?

Compare the BC Set entries and correct them if necessary.

The system issues an error message and will not allow you to continue with this transaction until the error is resolved.
