What causes this issue?

Tried to create an inspection with a single object that cannot be
checked in this system.

System Response

In a customer system, the Code Inspector only includes customer objects
in an object set.
Additionally, you can check SAP objects for a single object in an
inspection if they were changed in the last 8 days (for example, using
SAP Note).

How to fix this error?

The system issues an error message and will not allow you to continue with this transaction until the error is resolved.
