What causes this issue?

In change mode, switching between work areas is not allowed.

System Response

Navigation has been cancelled.

How to fix this error?

First save your changes. In display mode you can change work areas.
If you do not want to quit change mode and you need information from
another work area, open the application in another window in display
mode.

Procedure for System Administrators

The system issues an error message and will not allow you to continue with this transaction until the error is resolved.
