What causes this issue?

Unified connectivity is active in your system and new RFC function
modules have been imported into the system. The function modules are
automatically set in the state you specified in customizing (Default
value: Logging Phase).
If you want to skip phases or change the phase duration call transaction
UCON_WORKLIST.

System Response

The system issues an error message and will not allow you to continue with this transaction until the error is resolved.
