What causes this issue?

The SAP developer responsible has forbidden the activation of data for
IMG activity "&V2&" (technical name: '&V1&', customizing object: '&V3&')
by BC Sets.

System Response

You can only use the IMG activity "&V2&" in BC Sets for documentation
purposes (if this application scenario is allowed).

How to fix this error?

The transaction S_CUS_IMG_ACTIVITY provides detailed information about
the BC Set compatibility of the IMG activity. Enter the technical name '
&V1&' in the IMG activity input field, and perform the BC Set
compatibility check (icon in the application toolbar).
If the IMG activity maintains several customizing objects, choose the
object '&V3&'. Otherwise, this object is displayed directly in the
detail screen.
