What causes this issue?

A check is made whether the customizing object &V1& (package &V2&) can
be assigned to the maintenance object &V3& (package &V4&), but the
packages of the two objects are not compatible.

System Response

The customizing object cannot be assigned.

How to fix this error?

You can:
Change the use declarations of the packages of the two objects in the
<DS:TRAN.SPACKAGE>Package Builder</>. It's online handbook explains the
package concept.
Assign another customizing object.
