What causes this issue?

archive administration data from the system to be decommissioned to the
RW system, it was discovered that the language-dependent use of exchange
rate type &V1& in the source system is different from the definition in
the RW system.

System Response

The system issues an error message and will not allow you to continue with this transaction until the error is resolved.
