What causes this issue?

You cannot change the transaction form of the top elementary transaction
if the structure contains other elementary transactions. Therefore, you
need to delete all the other elementary transactions first,leaving the
just the top one. You can then change its transaction form.
You cannot change the transaction form of an elementary transaction in
the lower levels. Instead, you should delete it, and then recreate it
with the new transaction form.

The system issues an error message and will not allow you to continue with this transaction until the error is resolved.
