What causes this issue?

You can only set the indicator for clearing open reservations if you
also set the indicator for automatic final confirmation when the
underdelivery tolerance is reached (as configured for confirmations) or
the indicator for general final confirmation.
You cannot clear open reservations for a partial confirmation.
