    A common cause is incomplete integration between the BW system, the J2EE
    Engine, and the Enterprise Portal (SAP Note 917950).
    A URL can only be generated successfully if the specified template can
    be started using report RS_TEMPLATE_MAINTAIN_70. You can check this as
    follows:
    Start transaction SE38, enter the technical name of the template, and
    choose F8 (Execute).
    On the screen that appears, choose F8 again (Execute in Browser).
    The browser should then start, and the template should be displayed. If
    this is not the case, check that the system is set up correctly for BEx
