What causes this issue?

You should reckon with a long runtime (at least an hour) due to the
volume of Time Management data.

System Response

Not all Time Management data is converted.

How to fix this error?

You can continue with importing the new maintenance level.
All Time Management data must be converted, otherwise the use of the
Time Management component in the production system is limited.
Report RPUCB200 is used to convert the data. The report can be started
for individual clients, and can be executed more than once.
Data which has already been converted is flagged. Non-converted data
cannot be processed using the application transactions.
