What causes this issue?

Since trial relationships (relationships to lower-level trials) and
technical object relationships (relationships to process orders, planned
orders, and so on) are stored in the same database table, you cannot
create a trial type with exactly the same name as a technical object
relationship.

The system issues an error message and will not allow you to continue with this transaction until the error is resolved.
