What causes this issue?

The recipe is locked.

System Response

The update indicator value D (= delete) in the transfer structure of
recipes causes the recipe to be deleted along with all of its
components. In this case, however, deletion failed.

How to fix this error?

Check whether the recipe is locked by another user and restart the
distribution process.
