administrator.
If you want to allow the use of authorization groups, define
authorization groups for Labeling with the specification type LABEL_WUI.
You do this in Customizing for Environment, Health & Safety under Basic
Data and Tools -> Specification Management -> Specification Master ->
Specify Authorization Groups.
