What causes this issue?

The system finds proposed conditions as follows:
In the rental object
Default conditions for the rental object from Customizing
In the contract
Conditions of the rental objects assigned to the contract
Conditions from prior contracts of the assigned rental objects

The system issues an error message and will not allow you to continue with this transaction until the error is resolved.

When you transfer conditions from a rental object to the contract, the
system only offers rental object conditions for selection if the
condition purpose is designated as a purpose transfer. Rental object
purposes are transferred to standard contract purposes during the
transfer.
