If <ZH>not </>all selected adjustments were activated, this could be
because an adjustment subject to approval was <ZH>not </>yet approved.
It is also possible that more adjustments were activated than were
selected. This can happen if there are dependent adjustments which can
only be activated together.
Activation of an adjustment is also prevented if you set the <ZK>
Simulation Only</> indicator for it.
