measures</> to a main cost efficiency analysis.
A partial cost efficiency analysis is only allowed to have a main cost
efficiency analysis as its higher-level measure.
An additional cost efficiency analysis is only allowed to have a partial
cost efficiency analysis as its higher-level measure.
The system issues an error message and will not allow you to continue with this transaction until the error is resolved.
