What causes this issue?

The time zone of the SAP system could not be determined. The time zone
is required to determine the UTC time (which is used as the basis for
the CO-PA time stamp) from the time stamp of the generic delta (which
uses the application server time). The transaction data is extracted
using the CO-PA timestamp.

Processing is terminated.

How to fix this error?

Make the Customizing settings for your time zone as described in SAP
Note 198411, and then restart the extraction.
