What causes this issue?

You want to create an inspection characteristic with a characteristic
number (or a dependent characteristic specification with an assignment
number) and with a change number/effectivity in a task list. However,
the characteristic with this characteristic number (or the dependent
characteristic specification with this assignment number) and with this
change number has previously been deleted.

System Response

The system does not allow this operation.

How to fix this error?

It is not possible to create inspection characteristics or dependent
characteristic specifications with the same characteristic number or
assignment number and the same change number/effectivity in the task
list more than once, even if this characteristic or dependent
characteristic specification has been deleted. This cannot be changed
without changing the database design. You can manually input a new
characteristic number for the characteristic or assignment number for
the dependent characteristic specification, or you can use a different
change number.

The system issues an error message and will not allow you to continue with this transaction until the error is resolved.

Note: This problem does not occur for change numbers that refer to a
date.
