What causes this issue?

When you add another characteristic, the maximum number of 9999 is
reached.

System Response

No more characteristics can be added.

How to fix this error?

Distribute your characteristics between several certificate profiles
and where possible assign the certificate profiles more specifically.
If you need more than 9999 characteristics at once when you create a
certificate, contact SAP.
