What causes this issue?

You have used the parameter EXTERNAL_ENQUEUE in the BAPI interface to
define that the lock for the control cycle being changed should be set
externally before BAPI_KANBANCC_CHANGE is called, but when calling the
BAPI the system has found that no lock is set.

System Response

The system issues an error message and will not allow you to continue with this transaction until the error is resolved.

How to fix this error?

For the calling application, check that the lock for the control cycle
to be changed is set before BAPI_KANBANCC_CHANGE is called.
