What causes this issue?

the time quota records you have selected to delete was already
(partially) deducted in time recording.

System Response

You can not delete this record because data inconsistency would result.
An exception to this is relevant only for quota records deducted in
time evaluation. In this case, the consistency of the deduction is
restored by the corresponding confirmation returned.

How to fix this error?

Delete all of the attendance/absence records to be deducted before
deleting the current time quota record.

Procedure for System Administrators

The system issues an error message and will not allow you to continue with this transaction until the error is resolved.
