What causes this issue?

The object you are trying to change has been locked so that only
the person responsible for it is authorized to make changes.
If you look at the object's attributes, you will see that the
field 'Changes only by person responsible' has been flagged.
You can, however, display the object and the system has therefore
switched to the display mode.
