What causes this issue?

You have indicated that the material ledger is to be active for one or
more valuation areas.
Data has to be converted for these valuation areas after activation.
This ensures consistent valuation data and the material ledger is
flagged internally as being <LS>in production</>.

System Response

You can only go into production with Materials Management in these
valuation areas once you have converted the data after activation of the
material ledger.

How to fix this error?

Note the valuation areas for which you have flagged the material ledger
as being active.
Print out this system message.
Save your Customizing settings.
Convert the data for the material ledger.
Two different scenarios must be distinguished:
You wish to activate the material ledger in a system that has no live
data and then transport the Customizing settings to a live system.
In this case you have to ensure that data for the production startup for
the material ledger is converted before you start work with Materials
Management.
You wish to activate the material ledger in a system that has live data.
Immediately after you have activated the material ledger, you must
convert the data.
Choose <LS>Controlling -> Accounting -> Actual costing/ Material ledger
-> Utilities -> Production startup</>.
