    1. If the restarted job fails again, you may restart it.
    2. If the restarted job finishes, you may not restart it as it has been
    sucessfully completed.
    3. If the restarted job is active,ready,realeased or scheduled, wait
    unti it has completed and depending on the result apply option 1
    or 2.
