What causes this issue?

Ideally to a user, the time "24:00:00" may seem like the end of the day,
but the system understands the end of the day as the last second i.e.
"23:59:59". Hence please change the TIME_TO accordingly otherwise you
may have problems with the display of selection data, quantity rates
etcin Location Balancing.

The system issues an error message and will not allow you to continue with this transaction until the error is resolved.

How to fix this error?

In order to enter the end-of-the-day time for selection, please enter
the time as "23:59:59" and not as "24:00:00".
