    The simulated Carrier Nomination consists of 1 - n line items. All line
    items should have the same header fields of a Nomination (see
    Nomination transaction).
    The 3WP transaction defaults each header field if it is initial or
    identical into one Nomination header line.
    If at least two lines have different entries for at least one header
    field, a manual user decision is required to obtain consistent header
    field entries. The current operation gets terminated till the header
    fields are consistent.
