What causes this issue?

You can exchange deliveries between shipments.
Example:
The transportation planning interface transfers shipment "A", which
contains a delivery that is already assigned to shipment "B".
The shipment inbound process first removes the delivery from shipment
"B" and subsequently
adds the delivery to shipment "A".
Note: To successfully move the delivery, you must know the item number
(E1OILSQ-POSNR) and the document ,,number E1OILSQ-DOC_NUMBER /
E1OILSI-DOC_NUMBER / E1OILSP-DOC_NUMBER of the delivery you ,,want to
move to the new shipment; you must also enter this data in the IDoc.

The system issues an error message and will not allow you to continue with this transaction until the error is resolved.

Restrictions:
You can exchange deliveries ONLY for change shipment scenarios (that is
when both shipments ("A" and "B") exist in the system).
You cannot exchange deliveries and maintain items (for example,
material change scenario) with the same IDoc.
The same restriction applys to exchanging deliveries and
adding/removing delivery items.
