What causes this issue?

Possible causes:
1. There are no locations assigned to the TS by the user
2. For plant/plant+storage location, all the valid locations for this
TS are already assigned to a plant.
3. For plant/plant+storage location, the only location that this TS
is assigned to is a planning location.
4. Then, there are the following restrictions on partner role types:
(i) Receiver can be assigned to 'D' type and 'OD' type locations
only.
(ii) Supplier can be assigned to 'O' type and 'OD' type locations
only.

The system issues an error message and will not allow you to continue with this transaction until the error is resolved.
