What causes this issue?

Two possible causes of the error message.
The selected material on board has been loaded on a different vehicle
or from a different plant. Please change the loading information for
that selection with corresponding data on the entry screen.
The selected material on board has been generated implicitly from a
stock transfer with one step procedure. That material identification
(storage location / batch) is derived from TD customising and from the
purchase order and must not be changed. The loaded quantity in the
receiving plant can 'only' be used for allocation on the balance load
screen.

System Response

The system issues an error message and will not allow you to continue with this transaction until the error is resolved.
