The system will not process it.
There are two possibilities:
1.) You remove the blocking indicator from the location with
transaction <DS:TRAN.O408>O408</>.
2.) You change your customizing settings so that you are still allowed
to change or create partner roles in a location that is currently
blocked, using transaction <DS:TRAN.O5RC>O5RC</> and clearing the
'create roles' checkbox.
