What causes this issue?

When calculating the plant quantities from the item quantity or the
plant group quantity, the system found that the sum of the quotas
equals zero.
The following are used as quotas:

The system issues an error message and will not allow you to continue with this transaction until the error is resolved.

Quotas from the allocation rule you use
It does not matter if you have entered ratios or fixed quantities as
the quota category in the allocation rule or if you have fixed the
allocation rule.
Quotas per plant group
Quotas per plant
It does not matter if you have entered the planned quantities per plant
manually or if the system calculated the planned quantities for you.
If you enter a planned quantity for at least one plant in an item
manually, the system uses the planned quantities maintained for the
plants and not the quotas from the allocation rule or plant group.
Qutoas from the allocation strategy used
It makes no difference whether the allocation strategy results in
quotas that are fixed quantities (at plant level) or ratios (plant
level or plant group level).
The system adds up all the quotas for all the plants in the item and
takes into account whether you used allocation rules or plant groups or
whether you entered the planned quantities manually. If the sum of the
quotas is zero, there is no way for the system to split the quantities.
