  • What causes this issue?

    A cyclical relationship has been defined between operations or operation
    activities.
    For example, you have two operations, 0010 and 0020 and in each
    operation, you have defined operations activities. Then, you defined
    relationships stating that OA10 in operation 0020 cannot be started
    until OA20 in operation 0010 has been completed. At the same time, you
    have defined that OA20 in operation 0010 cannot be started until OA10 in
    operation 0020 has been completed. This results in a closed loop
    situation whereby none of the operation activities can be started.

    Correct your relationships to remove any cyclic dependencies.
