What causes this issue?

The authorization check for the data transfer is based on the user name,
and type and status of the target document.
The authorization check failed. Either you do not have authorization to
perform the data transfer for the target document type, or the target
document status does not allow changes to the document.
Please note that each variant of the data transfer has its own
authorization check. If you are not authorized to execute one of the
variants, it does not mean that you cannot execute others.

System Response

The system issues an error message and will not allow you to continue with this transaction until the error is resolved.

How to fix this error?

Check that the target document is not released and you have the
authorization to execute the data transfer.
Check that you have selected the proper variant.
