What causes this issue?

You tried to assign an input batch as a preceding batch to a process
batch that is not at the lowest process batch level. This is not
possible.
You can only assign an input batch as a preceding batch to a process
batch at the lowest process batch level.
For process batches that are to be generated from existing process
batches (for example by splitting or copying), the system automatically
generates a preceding batch references for the preceding process batch.

initialize the assignment of a preceding batch
If you want to initialize assignment, you must remove the batch number
from the <ZK>Batch</> field in the relevant goods issue line before you
