What causes this issue?

You have allowed a stock management level whose stock management units
are non-valuated to be subject to sample-based physical inventory.
The sample-based physical inventory is a procedure based on quantities
and values. However, according to your definition, stock management
units that belong to this stock management level are non-valuated. Since
the criterion "value" is not given in the case of these stock management
units, they will be excluded from the sample-based physical inventory.

System Response

The system issues an error message and will not allow you to continue with this transaction until the error is resolved.

How to fix this error?

You have the following options:
If you allow this stock management level to be subject to sample-based
physical inventory, it can be selected when the latter is carried out.
If this is the case, the stock management units of this stock management
level will be excluded when the stock population is established. In the
list of excluded stock management units, they have the indicator "N",
with the comment "Mat. non-val.".
If you do not allow this stock management level to be subject to sample-
based physical inventory, it cannot be selected in the latter.
Both options thus provide for the stock management units to be excluded
from the sample-based physical inventory. They differ only in the time
of exclusion. If the excluded stock management units are also to be
inventoried, this can be achieved via a conventional physical inventory.
In this case, a suitable transaction for the creation of the PI
documents is transaction "MI31 - Create Physical Inventory Documents
Without Special Stock", because it enables selection via the material
type.
