  • What causes this issue?

You want to move an operation. While moving an operation, it obtains a
new operation number. This new operation number is determined by
finding an unoccupied operation number at the position where it is to
be inserted. And if possible, subsequent operations will also be moved
to the back, in order to obtain an free operation number.
However, the case may arise that no more free operation numbers can be
determined. This can happen in the following instances:

The system issues an error message and will not allow you to continue with this transaction until the error is resolved.

The operation numbers are so high that a move further to the back would
create an operation number that can no longer be produced because of
the field size for the operation number.
There are operations from a standard routing, which are included
through reference. These operations from the standard routing cannot
be changed and merely present an obstacle, as they do not allow
operations to be moved further to the back.

    System Response

The operation cannot be moved to this position in the graphic line
    balance.

    How to fix this error?

Change the routing in the ordinary transaction for the routing
maintenance so that not all operation numbers, in the positions that
you want to move the operations to, are occupied.
