What causes this issue?

As of Release 4.6, the transactions <ZH>1KEL</> (Create Profit Center
Document) and <ZH>2KEL </>(Display Local Actual Documents) are no
longer supported.
As of Release 4.6, document creation/display is carried out using
layouts, which you can define according to your requirements in Profit
Center Accounting Customizing.
The new transactions for creating and displaying profit center
documents are <ZH>9KE0</> and <ZH>9KE9</> respectively.
The transactions for creating and displaying statistical key figures
are <ZH>9KE5</> and <ZH>9KE6</> respectively.

System Response

It is impossible to guarantee that the creation of documents using the
old transaction <ZH>1KEL</> will now work satisfactorily. Errors will
no longer be corrected. All development and extension of this
functionality has been discontinued.
The old document display functionality (transaction <ZH>2KEL</>) does
not support the use of user-defined layout, and looks completely
different to the new document creation functionality. Here too, errors
can no longer be corrected, and development and extension of the
functionality has been discontinued.
