What causes this issue?

Elimination is active between the characteristics &V1& and &V2&.
That means that a hierarchy is being used for both &V1& and &V2&.

The system issues an error message and will not allow you to continue with this transaction until the error is resolved.

However, &V3& has already been fixed through navigation. This also fixed
the hierarchy.

How to fix this error?

Navigate backward to free up &V3&. Then you can switch the hierarchy.
