What causes this issue?

An assignment is already stored for operating concerns &V1& and &V2&.

System Response

The existing assignment is copied as a proposal. Any assignments
containing fields that no longer exist are ignored. This means that, if
a source field or target field in an assignment no longer exists in the
corresponding operating concern, the assignment is not copied as a
proposal.

How to fix this error?

The system issues an error message and will not allow you to continue with this transaction until the error is resolved.
