What causes this issue?

You transferred the initial values for the sender cost center and
sender activity type characteristics to the selection criteria (such as
within a group).
This is useful, however, only for plan records that do not display
activity type inputs. The cost element characteristic is mandatory for
these plan records. The characteristic is nevertheless not available in
the layout, or was not given values in the initial screen.

System Response

The characterisic combinations with
Sender cost center = Initial value
Sender activity type = Initial value
were rejected.

How to fix this error?

To avoid this error, use the cost element characteristic in addition.
Alternately, remove both initial values from the selection criteria for
sender cost center and sender activity type.
