The reason is that export could be confirmed later (event type 08) only
if this export was not confirmed in time (event type 03)

System Response

The system does not allow to create this event due to the system creates
tax transfer document for event 08 as reversed document for event 03.

How to fix this error?

Check that the event with event type 03 for the current invoice and
secondary event exists. You have to assign different value in the key
field ORIGIN.
