Message class: IUID - Messages Class for Unique Item Identification
Message number: 104
Message text: Top-level UII is not unique in the hierarchy
You are trying to change, install, or dismantle a piece of equipment or
a functional location. This would result in one or more functional
location hierarchies without a unique top-level UII. Alternatively, one
of the functional location hierarchies involved does not have a unique
top-level UII, independent of your current actions.
A functional location hierarchy is consistent from an IUID point of view
if it has a unique top-level UII. Only UIIs with the "Sent" or
"Confirmed" status are taken into account when checking the uniqueness
of a top-level UII.
The system issues warning or error messages according to the consistency

- Review the hierarchy structure of the items involved. Ensure that each top-level UII is unique and correctly assigned.
- If necessary, restructure the hierarchy to eliminate conflicts.
Data Cleanup:
- If duplicates are found, decide on a strategy to clean up the data. This may involve deleting or merging entries.
