    The header entry is the row with the lowest sequence number in the
    structure definitions.
    The parent table and child table entries should be the same for the
    header entry in the structure definition.
    There should be only one header entry in any structure definitions.
    In the example, you can see the SFLIGHT is the Header entry and you can
    see that SFLIGHT- SFLIGHT entry has the lowest sequence number.
